I ask because these items have blue-base tooltips, same as store-bought cosmetics. (Unlike other cosmetics from previous festivals). I missed this year's anniversary fest and have been checking the AH in hopes of snatching these up, but no listings for them so far. This further leads me to wonder whether this year's cosmetics are bound, thus necessitating players to each participate for themselves in order to obtain them.
